Records a local AUD adjustment against a catalog SKU. Nothing is refunded. Stripe refund APIs are not called. Agent drafts require confirm.

CLI: node tools/credit-note-preview.js consult-30 --agent exits 2 until --confirm. Worker route POST /credit-note is dry-run only.
